My list wasnt just for the biggest. I was looking at size + culture (hence baghdad) + sweetness (not so hot for baghdad).

Montreal is the greatest city in North America

-cheapest standard of living (a nice dinner here at a very good restaurant costs $20-30, my 4 1/2 apartment costs $790 cdn/mo) and bang for your buck
-tons of culture, music
-because downtown is chock full of university students, SMOKINGLY hot girls
-drinking age 18 but noone cards except clubs
-everyone goes out drinking after work from 5-7 (they call it 'cinq a sept')
-it's a medium-sized city so that pretty much everything you would ever want to do is walkable or a quick cab ride

Downsides:
-very cold in Winter
-Quebec sucks
-EVERYONE smokes (although at the end of the month they are banning it in restaurants/cafes/bars)
-French people are difficult if you don't speak at least some French

Actually, Vancouver's probably the greatest, then NYC, then Montreal but Montreal's great on a student-style budget

All,

DC is great if you are loaded, and horrible otherwise.

You could replace DC with almost any American city and say the same thing.
