I want to change my answer to King's fury. That's where you develop a few middle pawns/knights/bishop, but then rush out the King 2 spots. It'll totally psyche him out.

Play Velimirovic with him. He has Dragon Sicilian games in the past, maybe he will play a Dragon with you instead. (Make sure you know the draw lines--back in the day, it used to be Sapi and Schneider's book that you turned to...I don't know if this is still the case.)

What do you play as black? As an alternative play, you might consider this the time to screw around a little bit. Do you know the Dutch Defense? If so, maybe you can start with 1.f4. Now 1...d4 allows you to transpose into a Dutch with move in hand that can sometimes be useful. If he tries 1...e5, now you transpose into a King's Gambit. Joe Gallagher and Andy Soltis has some reasonable King's Gambit material (10-15 years ago). I don't know whether or not KG has gotten any more popular recently. (I do know that Judit Polgar was messing around with it a little.) This will give you the tactical game that you wanted and doesn't sound like it will be well-trodden ground for him. I was just messing around with Bird's before I quit. I had recently switched from Benoni to Dutch, and I was looking to get more King's Gambit games with the white pieces. There was very little 1.e4 e5 for me (all Sicilian, all the time, it seemed), but people were willing to play From's (and then uncomfortable after the transposition to the KG).

I see games with ...d6 ...Nc6, Bc4 Qb6. He does seem to play a lot of different Sicilian lines though. Didn't look through his games with d4 but if he plays a lot of different systems, he is very likely to play something unusual for him when he faces you. At least after 1. e4 you will be familiar with most of the lines as a regular e4 player.

Push all in preflop. International masters hate this type of play because it takes most of their edge away.
