Default Firepay withdrawal fees

On my Firepay account, it says:

"Withdrawals are FREE for active FirePay users. In order to benefit from FREE withdrawals, you have to actively fund your FirePay account and transfer funds to a merchant's site."

And it wants to charge me $10 for a withdrawal to my US bank account. I have always funded my Firepay account from funds on other sites. Question is, do I have to deposit just once from my bank account to be considered a permanent "Active Funder", or is there a required frequency?

I fund once a month my firepay account from my bank to then poker site. This keeps the 10 dollar fee away to where you only have to pay the 3.99 deposit fee. It has worked for me so far.
