There's a reasonable chance he has a draw here so you want to charge him. However, if he's going to bluff the river every time you just call his turn raise, then you're fine. Him bluffing the river would be spewing, but people spew all the time and I love it. I usually 3-bet here, but I'm usually up against aggresive opponents.
