Default Thin river raise in the $30/60 on Party

The primary villian here sucks tremendously. 63/32/1.1 for the stat guys. The other villain must have learned from him but he's irrelevant. They both limp and I raise with AQs.

Q92 rainbow flop with no hearts and the donk bets into me. I raise and it's heads up to the turn. A black K hits on the turn and he fires again. I elect to just call. Should I raise here?

River is a K and he bets again. I call and he rolls Q6 and MHIG. Should I be raising here?

He played it pretty weird when he lead turn AND river. I would probably just call down but arguments for raising are definitely his insane VPIP.
