How much muscle is the athlete willing to lose? Does the athlete use drugs?

It would be better to use percent body fat.

I'd think about 2 pounds per week is attainable. So 5 months.

He'd probably have to do some other form of exercise than the 100 m dash though. I don't think that's a great fat burner. And burning fat by doing endurance sports may hurt his 100 m dash performance because he'll get more long muscle fibres and he needs short ones.

I rode 75 miles on my bike today. I feel like I should have lost 10 pounds. But I haven't...

If he's a large guy, lets say 260 lbs and needs to get down to 220lbs, I think strenous workouts could get his normal weight down in a month to 2 months. He could probably do it in 2 days if he goes to the extreme dehydration methods that boxers employ to a lesser degree.

Wrong. Some maybe muscle (if you dont know what youa re doing), but its very possible to lose 2lbs a week, and have it be 95%+ fat, sometimes even more if you are really overweight.

This is almost impossible to guess at unless you do it by body fat.

To go from 40% to 25% body fat - Probably 2 months

To go from 25% to 8% body fat - Probably 4 months or longer.

It's those last few pounds of fat that take the longest. The first example is much easier than the second.
