They were in the Soprano's house. In the guest room. Finn is sleeping in the guest room and Meadow is in her own room.

I think Meadow is feeling more independent and no longer sweats Carmella and thinks she can pull the "daddy's little girl" routine on Tony.

edit: Also the noise they heard was the banging from that Heater/AC that was anoying Tony when he was by the pool.

I know he is advisor, I meant concerning kickups that we were talking about. Second in command, in this context, implies 'underboss' to me, where capos kick up to him, and he kicks up to Tony, which I don't think is the case with Sil.
