This guy has a flush close to 100% of the time. If you have implied odds to fill and he will pay off, call, else fold. The flop weak lead is to try and price in his draw. He calls your raise because he has a flush draw and people don't fold those on the flop. He got there so he's betting it big because he doesn't have the nut flush and doesn't want you taking a free card with a high heart.
