no.
if you don't have a hand, don't go for it, I'd say. Especially since you know your partner has <12 pts probably, so you're not really missing out on a potential big hand. IMO, one of the most important parts of bidding (especially when you're as inexperienced as I am) is sticking to your system, so that you know you can trust your partner, so if you don't have the points, don't open.
