This is unlikely to happen.
To get around it you would need to proxy through a service outside of the country which puts in a measure of doubt of the stability of the connection. Wouldn't it be great if you were at the final table with a chip lead and your proxy service in the Czech Republic goes down? You have no one to call and complain to.
No, you couldn't just spoof your IP. That only spoofs it to the server on the other end, not your ISP's router/firewall.
