Well, for the UTG it's gonna be hard to put him on a hand range, I would say any small pairs, suited connectors (98+), maybe some weird played AA/KK/QQ,or AJo+, I don't see any weaker...

I think after 30 hands something if his AF is below 1 we can be fairly certain the villain is pretty passive. On this kind of board I think we can lay our overpair down.
