oh i forgot to mention that he practically *never* folds TP, so raising flop isn't an option. plus, i wasn't so hot for my kicker at that point.

the reason i didn't c/r the turn was because it's definitely (unless he had 44 which was nearly impossible the way he played it) a chop at that point and i could be ahead if he was holding a big PP....

First of all, where's the PF reraise? Too hard to define your hand with that flop play. As played, I'd smooth call. You could be looking at AK, QQ, etc.
