I really don't see the point of betting the river in hand 1. The best you can hope to get called down by is a split and if he is really passive then two pair isn't calling with two one-card straights...

minraise=strength for sure but I think that he can show up with AJ/KJ or a slow played QQ-AA here. You're basically just assuming he has 222 or 666 but I think those are a smaller part of his range...
