given the current state of MLB and the difficulty of their division, do they have ANY chance of having a winning season? if so, what are the chances?

if they had a decent bullpen, they'd have a shot at .500. Their lineup is pretty decent, esp. is Gordon ever gets going. Rotation isn't terrible. Meche has looked very good. I really like De La Rosa. If Hochevar comes through like he should, then they won't have a bad rotation the next few years. Greinke should be okay too, as long as he doesn't fly off the deep end again.

new management (GM) is helping. They spent some money and at least have a plan.

i don't keep up on this, but i know in the past they've spent a lot of the money MLB has given them (from the likes of the Yankees) not on players...is that changing?

Three years ago the AL Central was the worst division in baseball. A lot can change in two or three years.

The whole structure of the way the Royals I think is changing. The singing of Gil Meche proved that I think. The biggest thing that has happened in the last year, besides the hiring of Dayton Moore as GM, is that the owner and his son are staying out of making baseball decisions and not handcuffing the GM. I can defiantly see a future for this team, it's just going to take a while to develop. This isn't the NFL where you can fix a team overnight. The Royals dug themselves in such a deep hole that it might take years for this team to recover, but we'll see what happens. I can already see a big difference in the starting pitching. Hopefully the bullpen will stabilize once Dotel gets healthy.

I personally think that Dotel is all but done. I'm a big Royals fan, and I think they'd be all right if the bullpen was decent. They have a workable rotation, and they'll score some runs. However, they are trying to build their system, making a lot of trades that might not do anything now (or may hurt in the case of, say, the McDougal trade - I don't recall exactly what they got for him, but it was minor league pitchers, if I recall), but should help out in 2-3 years. I still think that they have a shot at only losing 95 games (which is bad, but a big improvement), and that that will signify a lot better team than only a 5 game improvement may generally signify given the strength of their division.

That said, they have some relief coming in the way of players recovering from injuries that should help. Elarton, Hudson, and Nelson are all better than what they've got in the bullpen. I'd also look for at least Elarton, if not Hudson, too, to join the rotation. This should allow guys like Bannister, and hopefully Perez to strengthen the bullpen.
