how young before its wrong?

suppose your next door neighbors daughter and her friend were nakedly swimming in their pool in broad daylight. you can see them from inside your house. how young would they have to be for it to be wrong to take a peek?
(heading over and swimming with them is not an option, so no need to discuss)
