The German in the centre background isn't Himmler, the guy reaching for the glass could be Himmler (glasses similar to those he wore), but I suspect all these people are unknowns.
Location/Time: I'd say Paris 1940 and the German troups have just invaded and are relaxing with the locals (guy with tie is a local)

Damn, you caught my curiousity. Ok, a different angle, let's assume it is a good photo and thus makes it into the book. Well, what makes it good? That it illustrates the situation. He doesn't even hold the cup of tea or notice the waitress, so whatever he is reading it is taking his full attention. The others don't even seem to notice, and he does not try to get there attention, so it is something relevant specifically for him. So he is preparing to either go to court as lawyer or hold a speech or go to a meeting, he is very concentrated on what to say and he looks a bit grave. At the same time it is a sense of relief. I guess it is Karl Dönitz preparing to capitulate.
