If they've developed more than puffies then you are allowed to look regardless of age. If some girl had a body like jessica simpson, I wouldnt care if she was 8 years old id still be looking.

This is the right answer, with one caveat. If you have to think about it / ask OOT for an opinion, then you know it's wrong. The real question is how much do you care?

How many movies are there with high schoolers that are purposely sexy? Lots and lots (Bring it on, Clueless, etc). Most women are fully physically developed by 14-15 and it's no sin to notice. It'd be a travesty to try and do more than notice though...emotional maturity != physical maturity.
