Best way to counter players who min-reraise preflop?

Play almost every hand pre-flop during the low levels and outplay him after the flop.

edit: Also re-raise a fair share of times. Sometimes with the goods and sometimes just to re-raise. I would say 1 out of 3 to 4 hands.
