They definitely took it from mine. I think you can get some of it back if you file a Louisiana state income tax return.

I know nothing about Louisiana, but in MS you cannot get it back (unless this changed in the last couple of years). They used to do a 5% tax that you could get back, but then they switched to a 3% "fee" that you couldn't get back.
