It's more about how his preflop range hits this flop. He could be calling with TT JJ AQ, however you are probably not going to get 3 streets of value out of those hands(TT-JJ), and only AQ is betting the river if checked too.

The more I think about it I check turn, bet/fold river. If he thinks we are bluffy he will call river with TT,JJ,AQ and will raise the sets.

This seems like the best line against a nit who thinks you're too aggro. Can't a see a fold, though. He's probably not folding a good Ace to a 2nd barrel, and on the river he might bluff a draw or vbet thin hoping you'll put him on a draw.

What draws are in his pf range? Cause if we can agree there really aren't many FD's in his range, then we should put his river bet almost solely for value, and we aren't in great shape vs his value betting range.

The thing if he calls you on the flop/turn with second pair cause he thinks you are too bluffy, then he checks most of those hands behind on the river, cause there is no value in bluffing. His range for betting this river is probably something like 77,99,AK,AQ,KQs.

If you check the turn it would generally be a bad idea to bet fold the river. If you check the turn you can not fold to a raise on the river often. You are opening yourself up to being outplayed on the river.

How about bet turn, bet/fold the river? He is 13/9, so he cold calls a very small percent of hands. AQ and AJ are probably the most common hands to cold call with here, though maybe he could have TT or 88. Sets are out because he only called flop and turn, which are drawy and he should seek to protect his hand and charge draws with sets (unless he is an idiot). He is way more likely to call another bet and play the hero than to bluff or vbet with worse with (AQ, AJs, TT, 88). Weaker hands may call you. 13/9s are less likely to bluff. Bet the river.
