Beginner's question regarding nanolimits

I started to apply SSHE's tight preflop chart and I can notice a huge difference.

The thing that got me really confused is that I use to play at these limits and you'll see ppl's VPIP at 40 and up and it'll say they are winning, I guess it was because of the small sample size.
