I think because the PFR took the dealer's word for it when the dealer said "yes they did." On the turn, he counted the chips in the pot, and that's when all hell really broke loose.

If you really think this situation requires a solution, then the solution to this is for the original poster to print out this entire thread, including your comment quoted here, and give a copy to the cardroom manager.

Explain to him that the quality of his staff affects the income of everyone who makes a living from working in that cardroom.
