Just fold. It's a nothing pot and you have one pair. Let him do this when you have a better hand. You might be ahead of some things he could do this with, but I doubt it. As for betting the flop, I don't know. Often you should, but
that flop hits a lot of hands. By taking a free card you get a chance to improve and induce bluffs from him that you can raise. 1300$ pushes into 200$ pot on turn is not what I mean by induced bluffs though. This is likely two pair minimum.
