To make the game more realistic and/or challenging or something? Hitting a running target a 100' away with a pistol is damn hard in real life and it's not that easy with a rifle either, unless you're kneeling and bracing the gun. The thing I hate the most about FPS's is the ridiculously accurate weapons.
