I tried to find out hte answer once, but the Wisconsin DNR was not helpful. It comes down to the size definition of a lake. Wikipedia claims 11,842 lakes over 10 acres in MN. EDIT: Wikipedia also claims Alaska is the only state with more lakes |

I haven't looked up the exact definition of "coast," but I associate that more with oceans and not lakes, while shore seems fair to use for both (as well as rivers, which Minnesota also has a fair amount of). |
