I seriously doubt it. If I understand party's stand correctly, it's not about what citizenship you have, it's about where the gambling is coming from. Their interpretation of the UIGEA is that accepting bets or wagers from within the borders of the United States (or accepting funds which come from US banks) puts them at risk.

If you're a US citizen who goes abroad, opens a foreign bank account, and only plays FROM a country where Party believes their services to be legal, then you're fine.

But I think foreign citizen or not, if you're IN the US, they're not going to take your action.
