I've found the following explainations:


One:

To cut someone off means to jump in and take someone's position, or to get
there first.

If the cut-off raises, he's cut the button off from stealing the blinds.



Two:

A "cut-off" is an end point. In holdem, the cut-off seat is the last seat before the button; it is the point where being out of position is cut off, to where you are now IN position.



Three (certainly apocryphal):

The term "cut off" seat or position originated in Texas at the end of 1968
or the beginning of 1969. There was a long running HE game being played at
the Redman Club. A seedy local player named Clancy was a regular in the
game and was notorious for shooting angles. It seems one of his favorite
angles was stealing chips from his opponents stacks when they weren't
looking. Well he was on the button and apparently tried to steal some chips
from the player to his right. It was a bad decision because the player saw
him, pulled out a knife and stabbed him in the hand. I've since heard
players say he cut the hand off but that's an exaggeration. In any case,
locals started calling it the "cut off" seat and, over time, it just became
part of the language of Texas Hold'Em.
