Partial Speculation:
The way I read it, it's the deposit limits that are restricted until you move up in Tiers through repeated deposits. But, there is no restriction on the cash flowing to you from them. I am currently struggling with how to deposit $800 in one transaction onto Stars because my state (MD) does not allow Neteller. PokerStars support has not been helpful. JWP
