I think Willie Horton is right up there. The combination of the overtly silly charge and the subtle racist appeal make that one hard to beat. Kennedy's "Missle Gap" charge deserves a mention too because it was largely false.

And don't forget the Swifties. They created an entire political organization devoted to making [censored] up.
