you have an over pair vs a LAGGY guy ... I think a flop raise is alright (forces SB's hand ... and these LAGGY guys will sometimes 3bet AK here, which would force CO's hand)
(what would CO be calling with)

On your hand after calling the turn there is no reason not to call the river (it's not like this guy will stop betting)
