It's an interesting spot. I wouldn't be scared of the flush, because you would get some heat before. The same reasoning applies for KK.
I think, he is affraid being outkicked to bet the turn. The river card is scary, so this adds a little protection to his bet. I put the SB on AQ,AJ that wants to value bet on river. Also but les probable AK,K9s, K8s. He may also bluff, but thats not relevant.
I think you are way ahead the 66% you need. I say 80%. So get the 0,5BB that you deserve.
And if mr. lucky SB really has KK, he may be scared of AA or flush either so he won't necessary reraise.

Think you are right that itīs a raise. The heart hands just doesnīt make that much sense to have been played so passively. Nothing really do, but itīs probably Ax or K7/K8/KJ often enough.

got to raise this at least once. Most of the time he'll pushi his hearts draw on the flop or turn.

Easy raise/call, with call being weighted more towards a cap than fold.

Um, no. I think there is just barely above a 0% chance that a guy with those stats has KK and played the hand this way. I can't imagine how he wouldn't CR flop (or why he wouldn't).

flush is the hand that makes sense, he wants to bet->3bet it! KK would give action on flop, AK would pop turn, if he has a set ud hear from it also, i doubt he 3bets with K9 K8 K7 so no two pair.. weakly played QJs or QTs perhaps! he doesnt wanna pop with it cause its been capped pf and hes oop!
