im pretty sure neteller would gladly cough up any records if asked. Pissing off the US would NOT be in their best interests, especially given the current political enviroment

Neteller's policy states that it'll give up our records to US authorities.

who said i was talking about neteller. I'm replying to the comment that says "the irs can find out anything it wants too". My guess is that the statement is false.
