It seems a shame for us not to start making some sidebets.

For example, we could take bets on:

-who will be the 9th representative to speak
-who will give the quickest speech
-who will give the longest speech
-who will make the silliest argument
-who will be the first to mention God

Les - It's a procedural vote. I haven't been following the debate, and it's use ("ordering the previous question") can actually depend on who called for it (sometimes its used as a stall, sometimes its used to figure out where certain votes are; typically, it will follow party lines).

If I had to guess, if the previous question is ordered the rule itself may very well be adopted by voice vote.
