I've been blocked in before and had to maneouvre out Austin Powers style, very annoying! If I was driving a crappy car that I didn't care too much about I likely would've "carelessly" reversed into them.

I think you should write a note back, but try and make him feel bad.
Explain why you parked where you did and that you tried to leave some room and invite him over for dinner. Let it be the start of something beautiful. Hopefully he won't be such a dick in future and hopefully you'll have more consideration for others. We can hope...can't we?

If the parking spot they have given you is useless due to flooding, then you should get at least some of that money back even if they don't have the power to fix the pipes.
