This is what I'm working on and it's going pretty well.

Stealth, get it to 2, maybe 3. Find all the bases near your base with a fort level of 1 or 2. Meanwhile, continue to hit up all the fort level 0 bases. When you've got a decent number, up your attack and start hitting these new bases. Up your transport so you can get to these bases easier. Then who knows, repeat that process I guess.
