Poor by whose standards? It works perfectly fine. The only people who think it's a poor business model are the "I don't believe in tipping" followers who don't understand that part of the business model involves their tips. It's just a silly argument to say "okay, let's keep everything the same except I shouldn't have to tip the waiters."
