Because if the other guy has been restealing against you aggressively, and you've been folding to his aggression, why not make him think you have a hand that you're capable of raise/folding again, as opposed to raising so much that he only gives you action when he has a hand better than yours?

Well I could see this if our Hero was on the button with said villain in the BB with his hand, but here he's in MP.
