suppose your next door neighbors daughter and her friend were nakedly swimming in their pool in broad daylight. you can see them from inside your house. how young would they have to be for it to be wrong to take a peek?
(heading over and swimming with them is not an option, so no need to discuss)

The older I get, the more it bothers me, but I have seen girls and thought they were smoking hot maybe Seniors in high school only to find out they were 15. I think what is more important is how old they look. If they are smoking and could pass for 18, ogle away. If they look young, they it starts to be gross.

How many movies are there with high schoolers that are purposely sexy? Lots and lots (Bring it on, Clueless, etc). Most women are fully physically developed by 14-15 and it's no sin to notice. It'd be a travesty to try and do more than notice though...emotional maturity != physical maturity.

Depends. In movies with nudity, yes, though in American Beauty the girl was under 18. In non-nude movies, age appropriate is common (Hillary Duff, Amanda Bynes, any number of those types). Brittney Spears was, what 16, when her first video came out and she was considered hot.

Depends on the person, but you're right. Well on the way though quite often. Many models start in their mid-teens because that's the point where they're curves start to look distincty womanly vs. girlish. Most women reach close to full height, with associated development, in the first year of high school. Guys tend to follow a couple years later and have a longer period of filling out (putting on muscle).

I have kids age 15, 14, and 12. The girls my 15 year old hangs out with are distinctly womanly, while those my 12 year old hands out with look like little girls. There's a huge change in physical development between 7th and 9th grade.

Anyway, the point being, the OP isn't a pervert if he notices because they have womanly curves.

Staring out the window with a bottle of baby oil in hand though...that's pretty perverted.
