PSO Questions Re Chip Set & Bonus

So do I have this right:

1) Is PSO an affiliate that gives special offers like chip sets instead of rakeback?

2) So if I want to take advantage of the PSO offer of a Nevada Jacks Chip Set is it better to sign up at a site where RB is not available or where I won't mind not getting RB? (I'm already signed up with Party, Paradise, UB, PS, Empire, Absolute and Bet365).

I am interested in getting a Nevada Jacks Chip Set, but am more interested in getting the Desert Sands rather than the Skull & Bones set. Is the former available through PSO?

BTW I did check PSO's website but couldn't find the answer to these questions.
