Even if you believe that Oink can speak for every party regular regarding WA/WB lines this general observation alone cannot lead us to conclude that the river is an "insta3bet". Nobody on 2+2 is 3betting this river unless they have alot more information than mere generalities. That's why if they say they are, they are lying.

Ok, I should have been more clear in what I agree with you on and what I agree with Oink on.
1. I agree with you when you say that 3-betting this river is bad. 2. I believe Oink is right when he says he never sees the Party regs from his games play WA/WB.
