Do You raise small two pair when You are on the BB and two or more limprers are already in?

Generally, yes. You probably have the best hand at this point, as limpers usually have one pair or a draw. You want people putting money in when they are behind. If someone limps and then folds, that's great. If you have several players that limp-fold to raises a lot, that's a great table!

You do need to be careful if you have passive players at your table that will never raise to define their hand but will always call with two pair or low trips (!). You also need to be careful in case your table has a player(s) who love to limp-reraise with strong hands.

Two low pair is hard to play post-draw. Notes on your opponents will be crucial to know who will try to bluff with unimproved pairs or busted draws and who will only bet when they improve. Skillful play of two pair seperates winners from losers in 5CD. You don't want to be the guy who thinks any 2 pair is the nuts, the guy who always lays down 2 pair, or the player who can never get away from 2 pair no matter how obvious it is that it is no good.
