Default mspaint question about changing image color

ok I have an image that is basically a black rectangle with a white border.

now I want to make it a blue rectangle but keep the white border.

I don't have the manual dexterity to fill it in with the mouse without nicking the white , is there some program where I can basically tell it to replace all the black with blue?

oops answered my own ?, the little button that looks like a spilling paint bucket is fill in with color and it did what I wanted.

yep it's that little bucket. although filling it in by hand is a lot of fun.
