i would just stick in a big raise. he could easily be on a draw or have a set with outs to beat you. if he folds a big ace, oh well. most people don't.

At least make it 30 to go, AQ+ or any set prob will come along for the ride.

Disagree. I think villain has a set here almost every time and is expecting/hoping hero to call with any good ace.

that's fine, but once he bets $19 into a $10 pot he's not giving it up, so might as well just go all-in now.

What are your stats and/or table image here? I think thats crucial to deciding your bet size and what you can get this guy to do. Depending on that, I might either call behind (if I've been passive and a raise would give me away), or I might minraise if I've been overly aggro (looking like I was up to old tricks). If I was middle of the road, the $50 to go was a great answer.

Also, do you have a river aggression factor on this guy? ie. how likely am I to get a river bluff out of this guy if I call behind?

Exactly. Plus this size all in looks less like a value raise and more like a draw semibluff to a lot of players so his calling range could actually be wider if you shove it in now.
