Default Bellagio/Ceasers charging players dealer fees now?

I just heard from an unreliable source that Bellagio and Ceasars (possibly other places as well) charged everyone at the table $5 when dealers changed. This is at 5/10 NL.

I arrive in vegas tomorrow and staying/playing at bellagio, so I'm interested if anyone can verify this?

this is called time charge, large casinos charge you for the seat intead of raking

every time the dealer sits down you pay i think 6 or 7$ at 5-10 NL at bellagio and 5$ at caesars and there is no rake

they do this in games where 1$ and 5$ chips don't get used normally
