60BB Effective stacks:
Situation: You are in the BB, folds to CO, CO (18/10/1.3) raises to 4xBB. Folds to you. What is your 3-bet range?

I've seen some 18/10 with a steal % of 12, some with 25.
Really just depends. With only 60bb, 3betting light sucks, esp against someone so tight. Prob something that I'm willing to felt if he shoves over me. JJ/TT+, AK (assuming he doesn't steal too much). Answer changes if he's 100bb. I would 3bet more b/c I can get away from hands.

Lower-end steal %. This player was only modestly positionally aware. Also, what's your plan with a QQ here against a flat call on a total rag board? Bet/fold?

This can`t be answered, unless you post his att. to steal %, as ICMoney pointed out, there are a lot of players playing this style who steal a lot. Depends a lot on number of hands played / table dinamics / your image etc ...
Sometimes I 3bet KJs sometimes JJ`+ all depends ... Edited note: I`m usualy playing avg. 22/18/3.5, but today I was at a table playing 14/9/2 cause of some fishy oponents, however I was stealing 33%.
