do most people that play live low limit for a living tip the dealer?

I don't think anyone can afford to play live low limit (assuming 4/8 or less) for a living. That being said, you should always tip the dealer. Do some reading in the Brick & Mortar section of the site.

i usually tip once every couple steals, as well.

No tip for blind steal
50 cents for small pot
$1 for average pot
$2 for HUGE pot

Don't tip dealers, runners, waitresses too much or it will eat your profits.

Orange 50 cent piece chips at Canterbury Park work great for small pots and sodas/water from the waitress

At the orleans in vegas they play with quarters for some reason....dealers are always raking out like $1.75 or $2.25 from the pot and putting quarters back in. very strange. my policy there was to tip "all the quarters" in the pot, up to 1.50. Made it more interesting to me at least, and I didn't want the freakin things....
