Table was very tight and I was about 800 above average when this hand started. Thoughts on villain is that he is a very bad player who will call preflop, fold flop most times.

Flop - I believe I bet to small to represent an ace.
Turn - Not sure
River - There were no draws, with 1500 chips left he wasn't folding to an all in.

I am aware that raising 42s is not a common play, but I believe with my table image, and how the table was playing it was profitable. What would you do all streets?

Bad, disregarding results...

Fold PF. This is not a cash game, way to late in the tournament to be playing 42. That said, I think I shut down after he called the flop. He probably would have folded the turn had he not picked up the FD. But you can't know that.

I dislike preflop. If you think you can widen your opening range profitably, there are other hands you should be doing it with.
C-betting is good if you think villains folds too much on the flop. However, that information should make you shutdown on the turn. If he folds too much on the flop, when he calls he's probably going to have something.
