Default Is tipping from your pocket illegal?

Just heard from a buddy of mine that played 5/10NL last night where two odd rulings happened. First there was an all in showdown where the player that moved in first wanted the player who he had covered who called to also include his white stack, where whites weren't in play. Floor ruled that he had to also put in the $18 in white chips in front of him.

Later the same player after losing that hand, went to the cage while on a cigarette break and bought whites and was pulling them out of his pocket to tip the dealer when the same player from before called the floor to bitch that he was bringing outside money to the game and the floor sided with him again, even with 5-6 other players agreeing that if anything it was leaving more money at the game. At this point the now double infractor and most of the table stopped tipping altogether. Were either of these rulings correct?
