Default nl50 Party: 2pairs on hard flop

The statistics on the opponent is not present.
How to act flop? Now I tend reraise till 19-20 $
How to act on turn at played flop?

minraises are so weird and can so often be draws or monsters. I'm never worried about a set here, nor AK so the main fear is JT. I usually always jam the flop here hoping he has KQ or Axcc, but the more i think about it the closer it gets.
ten combos of Axcc, and nine of KQ (??) while JT has 16. assuming he calls us with his entire range then i suppose shoving on this flop is a good move. eh ? anybody ?
