IIRC, old dogg is an old man, so maybe he just "forgot" to quote and source his plagiarized material. :-) It's also possible that old dogg is Kirk Johnson, Ph.D. from the Heritage Foundation. If so, burn on you!

On topic, I expect the "report" will include a lot of reports of substantial progress along with a lot of optimism and talk about needing more time to meet objectives.

It might be something like:

It'd be a real shocker if Patraeus says "we need to leave now, we have no chance." Imagine if he said that...People in the U.K would be able to hear the united 'gasp' from the USA.
